I imagine so. No reason to make it easy, when you already have that kind of powerbase established and no doubt plenty of people a step or two down in authority who are interested in maintaining as much of the status quo as possible. Even discounting her own skills - which I'm sure are numerous, after so long a life - she doesn't even need to lift a finger to ensure that any potential replacements or rebellions meet their end long before they're even within a breath of hoping to get close.
